WoW Forever Shaman Leveling Guide 1-60: Spec, Talents & Tips
How to level a Shaman in WoW Forever: Enhancement spec, the new gold talents, totem and imbue changes, Dwarf and Skyborne Shamans and a 1-60 bracket plan.
For WoW Forever Shaman leveling, play Enhancement with a two-handed weapon: Shamanistic Focus makes your Shocks cheap from 11 talent points, and Stormstrike now arrives as the 16-point gold talent around level 25 with an 8 second cooldown. Forever also makes weapon imbues last 60 minutes and totems much easier to manage, which cuts the busywork that slowed Classic Shamans down.
Best Shaman leveling spec in WoW Forever: Enhancement
Blizzard frames the three trees as Elemental Combat for spell damage, Enhancement for melee damage, threat and short-term tanking in small groups, and Restoration for healing and totem healing. For questing, Enhancement wins: your weapon does most of the work, so you spend less mana per kill than an Elemental Shaman casting Lightning Bolt, and you can still heal yourself between pulls.
Forever also pulls Enhancement's power earlier. Stormstrike sits at 16 points instead of 31, Two-Handed Axes and Maces is no longer a talent because it is now baseline, and Shamanistic Focus at 11 points makes Shocks and Lightning Shield much cheaper.
When to switch: stay Enhancement to 60. At level 40 dual spec unlocks, and Restoration is the natural second spec for dungeons. Elemental is a fine choice if you prefer casting: Lightning Bolt from rank 4 now casts in 2.5 seconds and Lava Burst is its 31-point talent. Talents are changed at a class trainer in a major city.
Enhancement talent path for leveling
Talents start at level 10. With one point per level, as in Classic, you have 11 points at 20, 16 at 25, 21 at 30 and 31 at 40. The Legacy perk Talented lets later characters unlock talent points up to 5 levels earlier.
All of these are confirmed Forever Enhancement talents from Blizzard's deep dive. The order is our leveling suggestion:
- Thundering Strikes (now row 1), which raises critical strike chance for all spells and attacks.
- Mental Dexterity (row 2, new): Attack Power increased by a percentage of your Intellect. It is also the new requirement for Flurry.
- Shamanistic Focus, the 11-point gold talent: greatly reduced mana cost for Shocks and Lightning Shield. Fewer drink breaks from level 20.
- Flurry, now 5% attack speed per point up to 25%, and Improved Ghost Wolf: rank 1 lets you use Ghost Wolf indoors with a 1 second shorter cast, rank 2 makes it instant.
- Stormstrike, the 16-point gold talent: cooldown cut from 20 to 8 seconds, and your next Lightning Bolt, Chain Lightning or Earth Shock deals 20% more damage.
- Elemental Weapons (moved up to row 3), Toughness (now a percentage of Stamina) and Spirit Weapons at 21 points, which lowers your threat unless you use Rockbiter Weapon.
- Maelstrom Weapon (row 6): melee hits stack charges that shorten Lightning Bolt's cast until it is instant. Then Rage of the Farseer at 31 points, a 3 minute cooldown for 30% attack speed over 25 seconds.
Enhancing Totems, Weapon Mastery and Improved Weapon Totems are now baseline too, so the points you used to spend on them go into the talents above.
Key Shaman abilities, totems and class quests by level
Levels marked Classic are carried over from Classic; the others are new Forever levels from Blizzard's deep dive.
- Level 1: Lightning Bolt, Healing Wave and Rockbiter Weapon (Classic).
- Level 4: Earth Shock, plus your first totem quest, Call of Earth (Classic).
- Level 8: Lightning Shield (Classic). Level 10: Flame Shock, Flametongue Weapon and the fire totem quest, Call of Fire (Classic).
- Level 20: Ghost Wolf, Frost Shock and the water totem quest, Call of Water (Classic). New in Forever: Totemic Recall and Call of the Elements.
- Level 22: Totemic Projection, which moves all your totems up to 30 yards.
- Level 30: Windfury Weapon (Classic) and Call of the Spirits, a second preset totem set. Level 40: Call of the Ancestors, a third set, plus mail armor in Classic, riding and dual spec.
Blizzard's October 8 notes changed drops for Shaman totem quest items, including Twisted Air Totems from Maraudine Scouts, so Forever's totem quests are not a straight copy of Classic. Blizzard has not published the full chain or where Dwarf Shamans pick it up, so we will add both after launch.
Leveling a Shaman by bracket
1-10. Lightning Bolt to pull, then melee with Rockbiter Weapon. Earth Shock interrupts casters and finishes runners. Grab a two-handed staff or mace from quests as early as you can.
10-20. Flametongue Weapon and Flame Shock add damage, and Lightning Shield soaks some hits. Imbues now last 60 minutes and stack with sharpening stones or weightstones, so apply both and forget them. Keep your first talent points in Enhancement.
20-30. The bracket where Forever changes the most. Ghost Wolf speeds travel, Shamanistic Focus cuts Shock costs, and Call of the Elements summons one preset totem per element in a single 3 second cast. Totems now use a 1 second global cooldown and buff totems last 5 minutes, so you can keep them up across several pulls. Stormstrike arrives at 25.
30-40. Windfury Weapon is the big damage jump. For packs, Fire Nova is now a spell that bursts at your Fire Totem, so one totem can be reused for several bursts. Save gold for the level 40 mount; see our riding and mounts guide.
40-50 and 50-60. Set up Restoration as a second spec, buy your mount and keep your weapon current. These levels were not in the beta, so we will update this bracket after launch.

Forever changes that matter for Shamans
- Totems: 1 second global cooldown instead of 1.5, 5 minute buff totems, a tracking bar that shows active totems, and right-click to unsummon. Tranquil Air Totem is gone.
- Windfury and Flametongue Totem are now party-wide buffs. You do not get the totem's bonus if you already carry the matching weapon imbue, and Windfury and Flametongue Totem cannot both be active in one party.
- Totemic Recall destroys all totems and returns 25% of their mana. A beta bug stopped the refund; the October 1 notes say it is fixed.
- Chain spells: Lightning Bolt from rank 4 casts in 2.5 seconds instead of 3, and Chain Lightning in 2 seconds, with lower spell power ratios to match.
- Resistance totems now cover the whole raid group.
- Restoration gains Water Shield at 11 points, Mana Tide Totem at 16 and Riptide at 31, which makes it a strong dungeon healer at any level.
- Dungeon experience: monsters in dungeons give about 20% more experience, while dungeon quest bonus experience was cut by about half.
Races, professions and gear for a leveling Shaman
Races: Horde Shamans can be Orc, Tauren, Troll or Skyborne (Windshaper). Dwarf is the only Alliance Shaman race and is new in Forever. The Alliance Skyborne (High Order) cannot be a Shaman.
Professions: a gathering pair such as Mining and Skinning or Mining and Herbalism pays for training and the level 40 mount. If you want to craft, Skinning with Leatherworking gives you leather armor until you can wear mail at 40, as in Classic. The professions guide compares them.
Gear and stats: a slow two-handed weapon with the best damage you can find, then Strength, Agility and Stamina, with Intellect counting toward Attack Power through Mental Dexterity. Forever uses the same hit and crit values for melee and spells, which suits a hybrid that hits with both.
Dungeons: Restoration is always wanted, and Enhancement can hold a small group for a while. Our dungeons guide covers the new ones. Short on time before raids open on December 9? Our WoW Forever powerleveling team levels Shamans by hand.
