For WoW Forever Rogue leveling, play Combat: it hits one target hard with any weapon type, and Forever's new Flawless Execution makes Eviscerate cheaper once you have 16 talent points, around level 25. Use Stealth to choose which monsters you fight, add poisons from level 20 and keep pulls to one monster whenever you can.

WoW Forever Rogue leveling infographic: leveling spec Combat; Flawless Execution is the 16-point gold talent and cuts Eviscerate cost by 10 Energy; Sap no longer breaks Stealth; Rogues can equip one-handed axes; Skyborne can be Rogues on both factions.

Best Rogue leveling spec in WoW Forever: Combat

Blizzard describes the three Forever trees this way: Assassination is built around daggers and finishing moves, Combat around hard-hitting direct damage with a little cleave from Blade Flurry, and Subtlety around combat tricks and bleeds. For questing we want steady damage on one target with whatever weapon drops, and that is Combat.

Assassination looks tempting because of Mutilate, the new 21-point gold talent, but it only works with a dagger in both hands. Daggers that are good enough in both slots are rare while leveling, and Mutilate does not arrive before level 30 anyway. Subtlety has fun tools, but most of them pay off in PvP and dungeons rather than in a quest hub.

When to switch: we stay Combat all the way to 60. At level 40 dual spec unlocks, so if you plan to run dungeons with two good daggers, set up Assassination as your second spec and keep Combat for questing. Talents are changed at a class trainer in a major city.

Combat talent path for leveling

Talents start at level 10. With one point per level, as in Classic, you have 11 points at level 20, 16 at 25, 21 at 30 and 31 at 40. The Legacy perk Talented lets later characters unlock talent points up to 5 levels earlier.

Blizzard published the Forever changes to the Combat tree, not every talent in it. These are the confirmed ones we would take while leveling, in rough order:

  1. Improved Eviscerate (row 1, moved here from Assassination, with a bigger damage bonus). Eviscerate is your main finisher, so this is the first stop.
  2. Precision, which now raises hit chance for all attacks and spells, poisons included. Missed attacks are wasted Energy.
  3. Flawless Execution, the new 16-point gold talent: Eviscerate costs 10 less Energy. This is the biggest leveling upgrade in the tree.
  4. Hack and Slash (row 5). It replaces the old Dagger, Mace, Sword and Fist Weapon Specialization talents in one talent and adds an axe bonus that matches the sword one, a chance for an extra attack.
  5. Weapon Expertise, redesigned to lower the target's chance to dodge or parry you, and Aggression, which now also raises Backstab damage.
  6. Endurance if you like a shorter Sprint and Evasion cooldown, which is a real safety upgrade for a solo Rogue.

Blizzard did not say where Blade Flurry or the other Combat milestones sit in Forever. In Classic, Combat's 11, 21 and 31-point talents were Riposte, Blade Flurry and Adrenaline Rush; we will confirm the Forever placement after launch rather than guess. Note that Dual Wield Specialization now adds less off-hand damage than before, and Deflection gives twice the parry per point.

Key Rogue abilities and class quests by level

Blizzard did not publish new ability levels for Rogues, so the levels below are carried over from Classic. Train every time you reach a new level that has a rank; a missing Sinister Strike rank slows every fight.

  • Level 1: Sinister Strike, Eviscerate and Stealth.
  • Level 8: Evasion, your answer to a pull that goes wrong.
  • Level 10: Slice and Dice, Sprint and Sap. Your first talent point arrives.
  • Level 12: Kick. Level 14: Garrote and Expose Armor.
  • Level 16: Feint and Lockpicking.
  • Level 20: Rupture and the poisons quest from your class trainer, which teaches Instant Poison. Crippling Poison follows at 20, Mind-numbing Poison at 24.
  • Level 22: Vanish and Distract. Level 26: Cheap Shot.
  • Level 30: Kidney Shot and Deadly Poison. Level 34: Blind.
  • Level 40: riding and your first mount, plus dual spec.

Do the poisons quest as soon as you can at 20. It is the single biggest jump in your damage before level 30, and in Forever poisons have more charges, so you reapply less often.

Leveling a Rogue by bracket

1-10. Sinister Strike to build combo points, Eviscerate to finish. Use the best weapon from quests and keep a ranged weapon for pulling. Start First Aid early: bandages are your main healing for the whole trip.

10-20. Open on Slice and Dice for longer fights and Eviscerate for short ones. Sap one monster from a pair, kill the other, then deal with the sapped one. In Forever Sap does not break Stealth, so you can sap and stay hidden to set up an opener. Put your first points into Improved Eviscerate.

20-30. Poisons and Rupture come online, and Flawless Execution arrives at 25. From 22 Vanish gives you an escape, and from 26 Cheap Shot is your opener. Keep a sharpening stone or weightstone on your weapons: Forever lets them sit next to poisons, which Classic did not.

30-40. Kidney Shot gives you a second stun, and Deadly Poison adds damage over time. Save gold for the level 40 mount; our riding and mounts guide lists the costs.

40-50 and 50-60. Set up dual spec, buy your mount and keep upgrading weapons first. Blind (34) and Evasion turn bad pulls around. This part of Forever was not in the beta, so we will update this bracket after launch.

Forever changes that matter for Rogues

  • Poisons: every poison has more charges, and poisons can be applied together with temporary enchants such as sharpening stones and weightstones. Assassination's Improved Poisons now gives a large chance that a poison proc does not use a charge.
  • Poison scaling: our class tier list notes that poisons scale with Attack Power, as reported from the beta. Blizzard's deep dive only lists the extra charges and stone stacking, so we treat the scaling as unconfirmed until launch.
  • Sap no longer breaks Stealth, and the Subtlety talent Dirty Tricks makes Sap and Blind much cheaper.
  • Distract also lowers the enemies' Stealth detection for 10 seconds, which helps you slip past guards.
  • Feint removes twice as much threat, which matters in dungeons.
  • Expose Armor now reduces armor about as much as 5 Sunder Armors and no longer blocks a Warrior's Sunder. A beta fix stopped a missed Expose Armor from wiping your combo points.
  • One-handed axes are now a Rogue weapon, and Hack and Slash gives them an extra-attack bonus.
  • Dungeon experience: monsters in dungeons give about 20% more experience, while dungeon quest bonus experience was cut by about half.

Races, professions and gear for a leveling Rogue

Races: Alliance Rogues can be Human, Dwarf, Night Elf, Gnome or Skyborne (High Order). Horde Rogues can be Orc, Troll, Undead or Skyborne (Windshaper). Skyborne is the only new Rogue race and the only one open to both factions.

Professions: Skinning and Leatherworking suit a Rogue because you wear leather, and Skinning sells well while you quest. If you want gold for the mount, Mining with Skinning is the simpler pair. Train First Aid and Cooking as well; on later characters the Legacy perk Field Medicine shortens the bandage debuff outside dungeons. The professions guide covers the options.

Gear and stats: weapon damage first, then Agility, Strength and Stamina. As standard Classic advice, a slower main-hand weapon makes Sinister Strike and Eviscerate hit harder. Forever uses the same hit and critical strike values for melee and spells, and Precision now covers poisons too.

Dungeons: you are melee damage, plus crowd control with Sap now that it does not break Stealth. Clear each dungeon once at the right level with its quests, as our dungeons guide explains. If you are short on time before raids open on December 9, our WoW Forever powerleveling team levels Rogues by hand.

WoW Forever Rogue Leveling FAQ

What is the best Rogue spec for leveling in WoW Forever?

Combat. It deals strong single-target damage with swords, maces, fist weapons and the new one-handed axes, and Flawless Execution at 16 points makes Eviscerate 10 Energy cheaper. Assassination's Mutilate needs a dagger in each hand.

When do Rogues get poisons in WoW Forever?

As in Classic, you start the poisons quest from your class trainer at level 20. Forever gives poisons more charges and lets them stack with sharpening stones and weightstones.

Does Sap break Stealth in WoW Forever?

No. Blizzard changed Sap so it no longer breaks Stealth, which makes it a real crowd control tool for groups and lets you set up an opener while solo.

Can Rogues use axes in WoW Forever?

Yes, Rogues can now equip one-handed axes. The Combat talent Hack and Slash gives axes a chance for an extra attack, the same bonus swords get.

Is Rogue a good class to level in WoW Forever?

It is a solid B tier pick in our tier list: strong single-target damage and Stealth to skip fights, but weak against several monsters at once, so you eat and bandage more than a Hunter or Warlock.
