WoW Forever Mage Leveling Guide 1-60: Spec, Talents & Tips
How to level a Mage 1-60 in WoW Forever: Frost spec, the reworked talent path, new spells like Frost Blast and Frostfire Bolt, and what changed for AoE pulls.
For WoW Forever Mage leveling, play Frost: you kill from range, slow everything that reaches you and conjure your own food and water, so you rarely stop to restock. Forever gives Frost new tools in Ice Lance, Frost Blast and Frostfire Bolt, but it also trims the giant kiting pulls of Classic, so this guide is built around steady single and small group pulls.
Best Mage leveling spec: Frost
Mage sits in A tier on our best class to level list, and Frost is why. Frostbolt slows every target it hits, Frost Nova roots a pack in place, and the Frost tree holds the two buttons that keep a cloth wearer alive: Ice Block at 16 points and Cold Snap at 21.
Fire hits harder per cast and Arcane gets a redesigned Arcane Blast, but neither tree slows or roots, so a fight that runs long means taking melee hits. Frost also gets the new Fingers of Frost and Ice Lance pairing, which lets you finish a frozen target with an instant spell while you back away.
When to switch: dual specialization unlocks at level 40, the same level you learn Frostfire Bolt. That spell counts as both Fire and Frost, uses the higher of your two spell damage bonuses and benefits from talents in both trees, so a Fire-leaning second spec becomes a real option for dungeons. Keep Frost as the questing spec all the way to 60.
Frost talent path for leveling
Talents open at level 10. If Classic's one point per level carries over, your 11th point lands at level 20, the 16th at 25, the 21st at 30 and the 31st at 40. On later characters the Legacy perk Talented unlocks points up to five levels sooner. Blizzard has published the new and changed Frost talents, not every talent in the tree, so we only name what the official text names.
- Points 1-10: the early Frost talents that improve Frostbolt, plus Elemental Precision, which now raises your chance to hit with Fire and Frost spells instead of lowering resistances.
- Point 11 (level 20): Ice Lance. Instant, low damage, but much stronger against frozen targets: the bonus was 300% in the deep dive and 200% after the October 16 beta notes. Use it after Frost Nova.
- Points 12-15: Frost Channeling (moved up to row 3 and fixed to reduce threat), Shatter, which no longer needs Improved Frost Nova, and Permafrost, which now stretches chill effects by 11/22/33% instead of flat seconds.
- Point 16 (level 25): Ice Block. Moved up from row 5 to become the 16-point gold talent. This is your reset when a pull goes wrong.
- Points 17-20: Ice Shards for bigger crits, and Improved Blizzard if you plan to AoE, keeping in mind its slow now tops out at 40% instead of 65%.
- Point 21 (level 30): Cold Snap. Now the 21-point gold talent in row 5, with its cooldown raised from 5 to 10 minutes. Fingers of Frost in the same row gives chill effects a chance to grant 1 or 2 charges that make your spells treat the target as frozen, which feeds Ice Lance and Shatter.
- Points 22-31 (levels 31-40): finish the tree. Blizzard has not named the 31-point Frost talent, so we will add it once players reach 40 on live servers.
Winter's Chill now only helps the Mage who applies it, and the October 16 notes describe its redesign in two different ways, so we leave it out of the core path until launch.
Key Mage spells and class quests
Forever sources only give levels for the new spells. The other levels in this table are carried over from Classic and could shift at launch.
Mage spells that matter for leveling
| Level | Spell | Why it matters | Source |
|---|---|---|---|
| 4 | Frostbolt, Conjure Water | Main nuke and free drinks | Classic |
| 6 | Conjure Food, Fire Blast | Free food and an instant finisher | Classic |
| 8 | Polymorph | Takes the second monster out of a pull | Classic |
| 10 | Frost Nova, first talent point | Root the pack and step back | Classic and Forever |
| 20 | Blink, Evocation, Blizzard, first teleports | Escape, mana refill, AoE and travel | Classic |
| 24 | Frost Blast | 1.5 second cast, 40% slow, uses Frostbolt talents | Forever beta notes |
| 26 | Cone of Cold | Instant AoE slow, shorter in Forever | Classic and Forever |
| 40 | Frostfire Bolt, dual spec, portals | Hybrid nuke and a second spec | Forever and Classic |
Mages have no class quest chain you need for leveling in Classic, and Forever has not announced one. What is new is Comprehension, a Mage-only minor tradeskill: you use Comprehend Scroll from the General tab of your spellbook to decipher scrolls that drop from creatures. Blizzard leaves the rewards for players to discover, and since the October 1 build those scrolls cannot be cast while moving.
Mage leveling by bracket
WoW Forever Mage leveling plan
| Levels | Focus | Key spells | Pull style |
|---|---|---|---|
| 1-10 | Learn the rotation | Frostbolt, Fire Blast, Frost Nova | One monster at a time from max range |
| 10-20 | Frost talents | Polymorph, Arcane Explosion, Ice Lance at 20 | Single pulls, sheep the add |
| 20-30 | Small groups | Blink, Frost Blast, Cone of Cold, Ice Block | Two or three monsters, Nova and step back |
| 30-40 | Save mount gold | Cold Snap, Mage Armor | Small groups, Cold Snap for a second Nova |
| 40-50 | Frostfire Bolt, dual spec | Frostfire Bolt, portals | Single targets, AoE only where safe |
| 50-60 | Pre-raid gear | Top ranks of Frostbolt and Blizzard | Same, plus dungeon runs |
1-10. Use Frostbolt from level 4 and finish with Fire Blast. Conjure water before every trip out of town so you never pay for drinks. A cheap wand still saves mana, but in Forever wands do not gain from spell power and need you to stand still for 0.5 seconds before they fire.
10-20. Put every point into Frost. Polymorph handles the second monster: sheep it, kill the first, then deal with the sheep. Level 20 is a big trainer visit with Blink, Evocation and your first teleport, and Ice Lance lands with the same talent point.
20-30. Frost Blast at 24 (seen in the level 1-30 beta) and Cone of Cold at 26 let you handle two or three monsters. Blizzard cut Cone of Cold's duration to curb kiting and farming, and the October 16 notes give it an extra slow on its first four targets, which hints at the pull size the designers have in mind.
30-40. Save gold, because the level 40 mount and training arrive together. Mage Armor gets more mana regeneration from Spirit in Forever, so test it against Ice Armor while questing. The new Riverglades zone and the Drowned City dungeon (35-40 in beta notes) fit the late 30s.
40-50. Train Frostfire Bolt: a 3 second cast with big upfront damage, a damage-over-time effect and a slow. It checks the lower of the target's Fire or Frost resistance, so it shines against monsters that shrug off Frostbolt. Krol'dok Stronghold (40-45) is the new dungeon here.
50-60. Keep spell ranks current. Forever cuts the spell damage and proc chances of low-rank spells, so downranking costs you more than it did in Classic. Blackmaw Hold and Shaper's Terrace are the new dungeons for gear.
Forever changes that affect Mages
- New races: Orc Mages for the Horde and High-Order Skyborne Mages for the Alliance. Human, Gnome, Undead and Troll stay available. Skyborne start on Zephras Isle (1-12) and get Wind Blessed, 1% extra melee, ranged and spellcasting haste.
- New spells: Frost Blast at 24 (beta notes) and Frostfire Bolt at 40.
- AoE pulls trimmed: shorter Cone of Cold, the Improved Blizzard slow capped at 40%, and lower proc chances on low-rank spells.
- Wands: no spell power scaling and a 0.5 second stand-still before shooting.
- Unified hit and crit: one hit chance and one crit chance now cover spells, melee and ranged.
- Reagent Economy: this Legacy perk removes purchasable reagents from class abilities. Blizzard has not listed which reagents, so we will confirm at launch whether it covers teleport and portal runes.
Professions, gear and dungeons
Tailoring and Enchanting suit a Mage: Tailoring turns the cloth you loot into gear and bags, and Enchanting turns unwanted green items into materials. Both earn Legacy Points at 150, 225 and 300 skill. If mount gold matters more, run one gathering profession such as Herbalism until you have your mount. Our professions guide covers the new recipes.
For stats, take Intellect and Stamina first, then Spirit for regeneration between pulls, with spell damage taking over as your gear improves. Hit now counts for everything, so items with hit help from the start. Wizard Oil is back to Classic values in Forever: 8, 16 and 24 spell power for Minor, Lesser and Wizard Oil.
In dungeons you are ranged damage, Polymorph crowd control and the group's food and water. Dungeon monsters give about 20% more experience in Forever and party experience is again worked out from each player's own level, so one run at the right level with the quests is time well spent. Our dungeons guide lists the new dungeons.

WoW Forever Mage Leveling FAQ
What is the best Mage spec for leveling in WoW Forever?
Frost. It slows and roots monsters so they rarely reach you, and its 16 and 21-point gold talents are Ice Block and Cold Snap, your two emergency buttons. Use dual spec at 40 if you want Fire or Arcane for dungeons.
When do Mages get Frostfire Bolt in WoW Forever?
At level 40. It is a 3 second cast that counts as both Fire and Frost, deals upfront damage, adds a damage-over-time effect and slows the target.
Can Orcs be Mages in WoW Forever?
Yes. Orc Mage is one of the new race and class combinations. Alliance players can also pick High-Order Skyborne Mages, alongside Humans and Gnomes, while Undead and Trolls remain Horde options.
Can Mages still AoE farm in WoW Forever?
Area pulls still work, but Blizzard shortened Cone of Cold, capped the Improved Blizzard slow at 40% and cut proc chances on low-rank spells to curb kiting and farming. Expect smaller pulls than in Classic.
Do Mages still conjure food and water in WoW Forever?
Yes. Blizzard still lists supplying food and water as part of the Mage toolkit, and it is one of the main reasons the class saves so much gold while leveling.
Is Mage a good class to level in WoW Forever?
Yes. We rank it in A tier, just behind Hunter: fast kills and low downtime, but fragile when a pull goes wrong.
